NIGERIAN ELECTRICITY CONSUMERS' BILL OF RIGHTS
Electricity generation and distribution is still undergoing trying moments in Nigeria especially with regards to adequacy of generation and supply, billing and infrastructure upkeep.
The situation naturally assumed new proportions after the privatisation of the sector in the dying years of the last administration in Nigeria.
However, to help customers get fair treatment from electricity supply companies, the Nigerian Electricity Regulation Commission has come out with a bill of customers rights of sorts.
For example, no customer or community is to pay for replacement or repair of damaged equipment or poles used in electricity supply.
Signed and released by the Acting Chairman / Chief Executive Officer of NERC, Dr Anthony Akah, the document itemises issues customers can complain about if they are not satisfied especially with the bills they receive.
1) All new connections must now be done strictly on basis of installing meter before connection.
2) Customers who elect to pay for meter under the Credited Advanced Payment for Metering Implementation scheme must be metered within 60 days after which no billing or disconnection until meter is installed.
3) It is the customers right to be billed transparently. Unmetered customers should be issued with bills strictly based on NERC's estimated billing method.
4) Customers has right to demand prompt investigation of complaints arising from electricity service disruptions.
5) It is not the responsibility of customers or community to buy, replace or repair electricity transformers, poles or related equipment used in supply of electricity.
6) It is the customers right to contest any electricity bill.
The document directs that all complaints from customers be initially sent to nearest business office of relevant electricity company serving the area.
If this is not properly addressed, then forward the complaint to the NERC Forum office nearest to you.
Finally, if not satisfied still, there is also right of appeal to NERC headquarters in Abuja.
